This is a costume that will work for anyone, any age, and can be put together with household items that you already own.

• Cotton balls or bunches of cotton
• A blue sweats outfit or doctor’s scrubs
• A spritzer bottle filled with water
• Umbrella
• Glue gun or Velcro

How to Create the Partly Cloudy with a Chance of Rain Costume

A great costume for both children and adults, Partly Cloudy with a Chance of Rain is a favorite of college students because it is so easy to make and fun to wear.

Begin by taking your scrubs or sweats, and either dot the fabric with a hot glue gun or attach pieces of velcro around the top and pants of the outfit. Then place bunches of cotton balls or cotton batting on the scrubs or sweats on the glue or velcro to represent the clouds.

Next fill your spritzer with water. This is your chance of rain.

Some people also make a hat out of the cotton to wear with the costume.

Pick up the umbrella.

You are ready to go to your nearest Halloween party.
